Project Summary
Location: Newcastle upon Tyne
Asset Type: Mixed-Use (Higher-Risk Residential & Retail)
Services Provided: Building Regulations Principal Designer (BRPD), Gateway 2 Submissions
Key Outcome: Portfolio-wide compliance appointment across multi-year developments
An occupied 23-storey higher-risk residential building in Newcastle upon Tyne, incorporating commercial premises at lower-ground and ground-floor levels. The works involved the full replacement of two 14-person passenger lifts serving the residential floors.
Building Safety Act Consult Limited was appointed as Building Regulations Principal Designer for the replacement of two passenger lifts within an occupied 23-storey higher-risk residential building.
We coordinated the Gateway 2 application and worked with the client, contractor and design team to demonstrate compliance with the Building Regulations. Key challenges included integrating the new lift installations with the existing structure and fire-safety arrangements, while ensuring the building could remain safely occupied.
The Gateway 2 phase was successfully completed, with Building Safety Regulator approval obtained and construction commencing on site. During the works, Registered Building Inspector inspections have identified matters requiring further evidence or remedial action, including fire stopping and change-control records. We have worked with the project team to address these matters, coordinate the necessary information and support their close-out.
Proposed design changes have also been assessed and submitted to the BSR through the statutory change-control process. These have been managed without delaying the works or disrupting the construction programme. Construction is progressing well and remains on track for completion in November 2026.
