Building Safety Act Consult Limited was appointed to provide Building Regulations Principal Designer and Gateway 2 application support for the full refurbishment of a three-storey penthouse apartment occupying Levels 18, 19 and 20 of Belvedere Tower, an existing higher-risk building.
What Works Were Included in the Penthouse Refurbishment?
The works include a complete internal strip-out and reconfiguration, new partitions, upgraded fire compartmentation, replacement mechanical and electrical services, improvements to the means of escape and replacement of the penthouse’s private passenger lift.
The Gateway 2 process involved an extended period of review and several rounds of technical queries from the Building Safety Regulator. As the original application was not determined within the applicable period, a further submission was required, resulting in additional delays and associated costs for the client.
How Did BSAC Resolve the Lapsed BSR Application?
Our Registered Building Inspector worked closely with the design team to address the BSR’s queries, strengthen the compliance evidence and coordinate the revised submission. We also arranged meetings between the BSR, the client and the wider project team to discuss the outstanding matters directly and agree a route to determination.
Recognising the financial impact of the delay, BSAC maintained close engagement with the BSR and actively progressed the application through to approval. Gateway 2 approval has now been obtained, the relevant commencement notices have been issued, and works are due to begin on site imminently.
BSAC supported us throughout a particularly challenging Gateway 2 application. Their team worked closely with the design team to respond to multiple technical queries and arranged direct meetings with the Building Safety Regulator to help resolve the outstanding matters.
They understood the financial impact that the delays were having and remained proactive and persistent in progressing the application. Their knowledge of the regulatory process and clear, practical advice were invaluable in securing approval and allowing us to move towards commencing works on site.
